Good grades for good citizens?

Search engines, social networks, online shopping sites or digital surveillance cameras with facial recognition know a lot about the people who are using them. Administrations, banks or school authorities also have lots of information about each individual. Would it make sense to bring all this information together to determine who is a “good citizen” and who is a “bad citizen”? Should people be graded and educated to become “good citizens” with the help of Big Data and artificial intelligence?
